Box 942883 <br /> Sacramento, CA 95826 <br /> SITE INVESTIGATION WORK PLAN, DEUEL VOCATIONAL INSTITUTION, <br /> 23500 KASSON ROAD, TRACY, SAN JOAQUIN COUNTY <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br /> has reviewed the Site Investigation Work Plan (SI Work Plan) dated September 2021 <br /> and prepared on your behalf by URS Corporation Americas (URS) for the Deuel <br /> Vocational Institution located at 23500 Kasson Road, Tracy, San Joaquin County (the <br /> Site). The SI Work Plan proposes additional investigations of volatile organic <br /> compounds (VOCs) including tetrachloroethylene (PCE) and trichloroethylene (TCE) in <br /> soil gas and indoor air in the general vicinity of groundwater monitoring well MW-9-BP, <br /> and to assess the risk to the health of people working inside the facility. <br /> Background <br /> Deuel Vocational Institution (DVI) is a correctional facility operated by the California <br /> Department of Corrections located near Tracy, California. Past operating practices <br /> resulted in contamination of groundwater beneath the site with VOCs including PCE and <br /> TICE, as well as breakdown products cis-1,2-dichlorothylene (cis-1,2-DCE) and vinyl <br /> chloride (VC). Remedial operations including groundwater extraction and treatment, and <br /> most recently in-situ reductive dechlorination have resulted in decreasing concentration <br /> trends across the majority of the Site. However, recent groundwater monitoring data <br /> indicate elevated concentrations of PCE and TICE in well MW-9-BP, located inside the <br /> correctional facility and outside the radius of influence of past remedial efforts at the <br /> Site, and a follow-up passive soil gas survey identified PCE at up to 4,470 micrograms <br /> per cubic meter (fag/m3) at location SG-2 and identified several potential release points <br /> meriting further investigation. <br /> Crawl Space/Indoor Air Sampling <br /> Two samples are proposed to be collected from the crawl space beneath the <br /> Laundry/Print Shop in the vicinity of previous passive sample locations SG-2. Samples <br /> will be collected using 6-liter certified clean canisters fitted with laboratory-supplied flow <br /> KARL E.
