Site Investigation Work Plan <br /> Deuel Vocational Institution(DVI), Tracy, California Introduction <br /> 1.0 Introduction <br /> URS Corporation Americas (URS)has prepared this Site Investigation Work Plan(Work Plan)on behalf <br /> of the California Department of Corrections and Rehabilitation(CDCR)under Agreement <br /> No. 5600003303 in response to the recommendations and conclusions of the Passive Soil Gas Survey <br /> (PSGS)(URS 2020), conducted for Deuel Vocational Institution(DVI)at 23500 Kasson Road in Tracy, <br /> California(project site). The purpose of the investigation is to 1)investigate soil gas(SG) contamination <br /> through installation of permanent soil gas probes in the vicinity of tetrachloroethene (PCE)and <br /> trichloroethene(TCE)exceedances; 2)evaluate indoor air/crawl space(IA/CS),to correlate the <br /> movement of contaminants through the building floor; and 3)determine the health risk to persons inside <br /> DVI's facilities. <br /> 1.1 Site Location <br /> The project site is in the city of Tracy, California, as shown in Figure 1 (all figures and tables are <br /> provided at the end of this document). DVI is a State correctional facility with various land uses, <br /> including inmate housing and facility operations. <br /> 1.2 Responsible Agency <br /> Project work is being conducted for and funded through CDCR.The Central Valley Regional Water Quality <br /> Control Board(CVWB)is the lead regulatory agency for the project. <br /> 1.3 Purpose and Scope of the Work Plan <br /> On behalf of the CDCR,URS conducted a PSGS on August 17, 2020,which recommended further <br /> investigation and characterization of PCE and TCE contamination and indoor air quality west of the burn <br /> pit area(URS 2020). This recommendation was in response to the on-site concentrations of PCE and TCE <br /> exceeding California Department of Toxic Substances Control(DTSC)Human Health Risk Assessment <br /> (DTSC HERO Table 3)and San Francisco Bay Regional Water Quality Control Board(San Francisco <br /> Bay RWQCB) environmental screening levels. <br /> The purpose of this work plan is to provide the proposed sampling locations,rationale, and methods to be <br /> used for crawl space, indoor air, and downhole SG sample collection and analysis in various locations <br /> near and adjacent to the Laundry/Print Shop and Grease Trap. <br /> Based on the results of these investigations,URS will develop a summary report,which will discuss field <br /> activities performed, analytical results, and potential areas of concern. <br /> 1.4 Site Background <br /> This section summarizes available background information about the project site. <br /> 1.4.1 Deuel Vocational Institution History, Operations, and Features <br /> DVI is a State of California correctional facility with various land uses. Figure 1 shows a location map of <br /> the project site. Much of the land at DVI is used for inmate housing, and most of the remaining land <br /> supports facility operations.
