PARTNER <br /> April 20, 2022 <br /> San Joaquin Environmental Health <br /> 1868 East Hazelton Avenue <br /> Stockton, California 95205 <br /> Subject: Phase II Subsurface Investigation Workplan <br /> 1301 East Lockeford Street <br /> Lodi, California 95240 <br /> To Whom it May Concern: <br /> Partner Engineering and Science, Inc. (Partner) is pleased to submit this workplan for the above-referenced <br /> property. <br /> Project History <br /> Partner completed a Draft Phase 1 Environmental Site Assessment Report (Phase 1) for the subject property, <br /> dated March 18, 2022, on behalf of STORE Capital. Based on the information reviewed and the site <br /> reconnaissance, the subject property consists of one parcel of land comprising approximately 2.84 acres <br /> located on the north side of East Lockeford Street within a mixed residential and industrial area of Lodi, San <br /> Joaquin County, California. The subject property is currently developed with two single-story buildings, <br /> which were constructed in 1962 and 1969.The subject property is currently occupied by Calpine Containers <br /> Inc.for industrial use. On-site operations consist of shipping, receiving, and assembly of cardboard boxes, <br /> and office operations. The southern building is developed with an office on the south end and a <br /> maintenance shop on the southwestern portion. Stored cardboard boxes, wooden pallets, and other <br /> materials are stored in the buildings and throughout the subject property. In addition to the current <br /> structures,the subject property is improved with a 499-gallon propane aboveground storage tank(AST) on <br /> the eastern portion. A former 550-gallon underground storage tank (UST) was located on the subject <br /> property. A railroad spur is present on the southern portion of the subject property. <br /> According to available historical sources,the subject property was undeveloped land as early as 1908/1910 <br /> and was agricultural land from at least 1937 until 1957.The subject property was improved with the current <br /> structures in 1962 and 1969. Calpine Containers, Inc. has been the only tenant since initial construction. <br /> The following recognized environmental condition (REQ was identified in the Phase 1: <br /> • Based on Partner's historical and regulatory review, hazardous wastes were formerly generated at the <br /> subject property from vehicle maintenance operations. A parts washer, which used chlorinated <br /> solvents,was previously located in the maintenance room on the southwestern portion of the subject <br /> property. According to subject property personnel, hazardous waste generation ceased in 2008. <br /> However, based on the historical use of PCE at the subject property, this is considered a REC. <br /> Based on available information from a previous investigation at the subject property, groundwater beneath <br /> the subject property is anticipated to be first encountered at approximately 35 to 50 feet bgs with variable <br /> flow direction to the southeast and southwest. The subsurface is expected to consist of a varying <br /> combination of clay, silt, and sand from the ground surface to at least 15 feet bgs. <br />
