PARTNER <br /> June 15, 2022 <br /> San Joaquin County Environmental Health <br /> 1868 East Hazelton Avenue <br /> Stockton, California 95205 <br /> Subject: Investigation Workplan <br /> 1301 East Lockeford Street <br /> Lodi, California 95240 <br /> Project Number 22-360172.15 <br /> To Whom it May Concern: <br /> Partner Engineering and Science, Inc.(Partner) is pleased to submit this Workplan to provide environmental <br /> services for the above-referenced property. <br /> Project History <br /> Partner completed a Phase I Environmental Site Assessment Report(Phase 1) for the subject property, dated <br /> March 18,2022,on behalf of STORE Capital. Based on the information reviewed and the site reconnaissance, <br /> the subject property consists of one parcel of land comprising approximately 2.84 acres located on the <br /> north side of East Lockeford Street within a mixed residential and industrial area of Lodi,San Joaquin County, <br /> California. The subject property is currently developed with two single-story buildings, which were <br /> constructed in 1962 and 1969. The subject property is currently occupied by Calpine Containers Inc. for <br /> industrial use. On-site operations consist of shipping, receiving, and assembly of cardboard boxes, and <br /> office operations. The southern building is developed with an office on the south end and a maintenance <br /> shop on the southwestern portion. Stored cardboard boxes, wooden pallets, and other materials are stored <br /> in the buildings and throughout the subject property. In addition to the current structures, the subject <br /> property is improved with a 499-gallon propane aboveground storage tank (AST) on the eastern portion.A <br /> former 550-gallon underground storage tank (UST) was located on the subject property. A railroad spur is <br /> present on the southern portion of the subject property. <br /> According to available historical sources,the subject property was undeveloped land as early as 1908/1910 <br /> and was agricultural land from at least 1937 until 1957.The subject property was improved with the current <br /> structures in 1962 and 1969. Calpine Containers, Inc. has been the only tenant since initial construction. <br /> The following recognized environmental condition (REQ was identified in the Phase I: <br /> • Based on Partner's historical and regulatory review, hazardous wastes were formerly generated at the <br /> subject property from vehicle maintenance operations. A parts washer, which used chlorinated <br /> solvents,was previously located in the maintenance room on the southwestern portion of the subject <br /> property. According to subject property personnel, hazardous waste generation ceased in 2008. <br /> Therefore, the historical use of PCE on the subject property represent a REC. <br /> Based on available information from a previous investigation at the subject property, groundwater beneath <br /> the subject property is anticipated to be first encountered at approximately 35 bgs with variable flow <br />
