10.0 Emergency Response and Contingency Plan <br /> An emergency is defined as a sudden, generally unexpected occurrence demanding immediate action. <br /> Emergencies at the site include accidents, injuries requiring medical care, fires, explosions, spills and <br /> significant releases of hazardous substances to the environment, and extreme weather events, such as <br /> tornadoes. <br /> In the event that an emergency arises, the appropriate immediate response must be taken by the first <br /> person to recognize the situation. The field crew shall immediately notify the site management of the <br /> incident, and the appropriate emergency service organization shall be contacted. A list of emergency <br /> contacts is provided in Table 6, "Emergency Telephone Numbers." A copy of the emergency telephone <br /> numbers and directions to the nearest selected urgent care facility (Emergency Medical Services [EMS] <br /> shall transport seriously injured personnel to the hospital)will be available with each company vehicle. <br /> The SHSO, PM, and the HSM, shall be notified of any accident, injury, or illness. <br /> In the case of injury or illness, a trained person will render the proper emergency first aid care. First aid <br /> equipment and an emergency, eyewash shall be available at the area of fieldwork. Personnel will be <br /> notified as to the locations of first aid equipment during the initial safety briefing session. <br /> If the injury or illness is from exposure to a hazardous substance, rapid identification of that substance <br /> should be attempted. This information shall be provided to the medical personnel. SDS are provided for <br /> operational chemicals. The SDS details first aid procedures to follow in the event an exposure occurs. <br /> Unless the emergency event is extreme and obvious, the decision to cease all field activities and <br /> evacuate the site will be made by the SHSO or PM. Local authorities (i.e., sheriff, fire department, and <br /> police) will decide if the emergency requires evacuation of the surrounding community. Responsibility <br /> for community evacuations will be with the local authority in charge of the emergency. <br /> 10.1 Personnel Roles/Lines of Authority <br /> The roles and responsibilities of APTIM personnel for response to emergencies at the site will be clearly <br /> defined and coordinated with APTIM, subcontractors, and emergency service personnel. The <br /> responsibilities of specific project individuals and the coordination of emergency service personnel are <br /> defined in the following subsections. <br /> 10.1.1 Project Manager <br /> At all times during scheduled work activities, a PM (or designee, usually the SS) will be present on site. <br /> This individual will be responsible for implementing these procedures and determining appropriate <br /> response actions. Specific responsibilities for the PM (or designee) include: <br /> • Evaluating and assessing emergency incidents or situations <br /> 10-1 <br />
