0 <br /> Q <br /> ante6group <br /> Well Destruction Work Plan <br /> 2085 East Main Street, Stockton, California <br /> 1.0 INTRODUCTION <br /> On behalf of BP Products North America, Inc. (BP),Antea°Group has prepared this Well Destruction Work Plan <br /> for former Atlantic Richfield Company(ARCO)Service Station No.559 located at 2085 East Main Street in <br /> Stockton,California (the "Site"; Figure 1).The purpose of this Work Plan is to propose destruction methods for <br /> the five groundwater monitoring wells at the Site. In correspondence dated March 16,2022,the Central Valley <br /> Regional Water Quality Control Board (CVRWQCB)stated destruction of the groundwater monitoring wells is <br /> required prior to issuance of a No Further Action determination letter(Appendix A).Current and past Site <br /> configurations,soil borings, monitoring wells,and sampling locations are depicted on Figure 2. <br /> The Site is located on the northwest corner at the intersection of East Main Street and C Street in Stockton, <br /> California,Assessor Parcel Number(APN) 153-102-100-000. The property is approximately 22 feet in elevation <br /> relative to mean sea level with a general topographic slope to the west-northwest.The Site is currently an <br /> active,self-serve car wash with two vacuum stations and four carwash ports.A mix of commercial and <br /> residential properties surround the Site. Please refer to Figure 2 for the Site Plan and Appendix B for additional <br /> Site description and a history of environmental investigations conducted at the Site.Soil Boring and Monitoring <br /> Well Construction Details are listed in Table 1 and the well logs are provided as Appendix C. <br /> 2.0 DECOMMISSIONING ACTIVITIES <br /> The work described in this section will be completed under the supervision of a State of California Professional <br /> Geologist, in accordance with the California Department of Water Resource Well Standards, and the San Joaquin <br /> County Department of Environmental Health Standards. <br /> Antea Group proposes to decommission groundwater monitoring wells MW-1, MW-2, MW-4 through MW-6 by <br /> pressure grouting and restoring surface conditions.The destruction of each well will be completed before the <br /> destruction of another well is commenced. <br /> 2.1 PRE-FIELD HEALTH AND SAFETY <br /> Antea Group will coordinate with a California C-57 licensed drilling contractor to destroy the Site wells. Prior to <br /> field activities,Antea Group will prepare a Health and Safety Plan (HASP) in accordance with Title 8,Section 5192 <br /> of the California Code of Regulations.The HASP will contain a list of emergency contacts and a map showing the <br /> route to the nearest emergency facility. Personnel will review the HASP daily while conducting field activities. In <br /> addition,Antea Group will acquire permits from the San Joaquin County Department of Environmental Health <br /> Standards and the City of Stockton as needed. Antea Group and its subcontractors will comply with all permit <br /> requirements. <br /> At least 48 hours prior to commencing ground disturbance,Antea Group will mark the Site with white paint and <br /> open an Underground Service Alert(USA)ticket.
