A daily tailgate <br />safety meeting documentation form is attached as an Appendix to this plan. <br />5.0 SITE HISTORY/SCOPE OF SERVICES <br />It is anticipated that soils and/or groundwater at this project site may be impacted by total <br />petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), semi-volatile organic <br />compounds (SVOCs), organochlorine pesticides (OCPs), and metals. The personal protective <br />equipment and direct-reading air monitoring protocols specified below are designed to prevent <br />personnel exposure to contamination in excess of permissible exposure limits. <br />6.0 HAZARD ASSESSMENT <br />6.1 Chemical Hazards <br />Soils and groundwater at this project site may be contaminated with TPH, VOCs, SVOCs, OCPs, <br />and metals. Direct contact of skin to contaminated media should be rigorously avoided in an effort <br />to eliminate possible exposure. Benzene is the most significant health hazard contained in <br />petroleum blends and typically comprises less than 1% of regular grade gasolines. Specific health <br />hazard information on petroleum and its most volatile aromatic constituents are provided below. <br />Additional health-hazard information can be found in the chemical information sheets attached to <br />this Plan. <br />Health Hazard Permissible Exposure <br />Limit <br />Description <br />Gasoline 300 ppm ACGIH TLV Gasoline is irritating to the skin, eyes and mucous membranes. <br />Dermatitis may result from prolonged contact with the liquid. <br />Gasoline acts as a central nervous system depressant. <br />Exposure may cause staggering gait, slurred speech and <br />mental confusion. Gasoline exposure may affect the liver, <br />kidneys and spleen. Absorption of alkyl lead antiknock <br />compounds contained in many gasolines poses an additional <br />health concern, especially where there is prolonged skin <br />contact. <br />Diesel Fuel <br />(No. 2-D <br />100 mg/m3 ppm ACGIH <br />TLV (As mist/vapor) <br />Diesel fuel is a skin and mucous membrane irritant and a central <br />nervous system depressant. Poisoning may affect the liver and <br />kidneys. Skin contact may result in drying and cracking of the <br />skin. <br />Fuel Oil <br />(No. 6) <br />400 ppm OSHA PEL (as <br />petroleum <br />distillates/naphtha) <br />0.2 mg/m3 OSHA PEL <br />(Coal Tar Pitch <br />Volatiles, "PNA's") <br />Fuel oil No. 6, or "Bunker Fuel", is of low volatility. It can be <br />irritating to the eyes and skin. This substance is likely to contain <br />polynuclear aromatic hydrocarbons (PNA's), some of which are <br />considered carcinogenic. PNA's present a skin contact hazard. <br />Avoid skin contact with potentially contaminated site materials. <br />Benzene 1 ppm OSHA PEL Benzene is a central nervous system depressant and an eye <br />and skin irritant.
