CUPA Inspection Report
Home Depot Store#0662
4. Designated facility signed and dated copies of some Uniform Hazardous Waste Manifests
(UHWM)were not found in the Clean Earth portal when reviewed on-site. The missing manifests
are: 003119793CLE -3/30/2021; 002643622PSC - 1/14/2020; and 002629314PSC - 1/7/2020.
RESPONSE: Clean Earth has ensured the manifests listed above are visible in the portal. A copy is
enclosed for your review.
5. An eyewash station near the wood cutting area was missing the water bottle(s).
RESPONSE: Eyewash bottles have been added to the station (see enclosed photograph).
6. Universal waste lamps were observed stored in an open container. CORRECTIVE ACTION: The
lamp box was closed during the inspection. No further action is required to close this violation.
RESPONSE: The Home Depot's Handling Hazardous Materials and Waste (HHM) Program requires
universal waste lamp boxes to be properly labeled. This aspect of the HHM Program has been reviewed
with store management to ensure proper labeling going forward.
7. Treated wood waste storage was found behind the store in a covered roll-off box labeled treated
wood waste. Disposal records for this waste demonstrate that the amount stored exceeds 500
pounds.
RESPONSE: Store #0662's chemical inventory has been updated through CERS to include treated
wood waste. A copy of the updated HMBP is enclosed for your review.
8. The site map in the California Environmental Reporting System (CERS) is incomplete and
incorrect for the following items: a. The loading and unloading areas for the reportable
hazardous materials are not indicated on the site map. b. The treated wood waste bin is not on
the map. c. The east side adjacent road is Maranatha Dr, not Hwy 99. d. The extra forklift
propane containers stored near the emergency generator are not on the map. e. The map
indicates a 450 gallon tank behind the store. The diesel belly tank for the emergency generator is
125 gallons and is not a standalone tank. f. The Bloom Energy Cells are north of the emergency
generator instead of west. g. BBQ propane tanks in front of the store are not included on the
site map. h. Propane storage in the northeast corner of the store, on the map, does not exist. i.
Eyewash locations near the wood cutting area and the receiving area are not included on the
map. j. Some fire extinguishers on the site map were not found or were found in different
locations.
RESPONSE: The store's site map has been updated through CERS. A copy of the updated HMBP is
enclosed for your review.
9. The consolidated emergency response/contingency plan in the California Environmental
Reporting System (CERS) and on-site has an incorrect local unified program agency (UPA)
telephone number of 209-468-3451.
RESPONSE: The store's emergency response/contingency plan has been updated through CERS. A
copy of the updated HMBP is enclosed for your review.
