CA 0082911, AUSTIN ROAD <br /> LANDFILL, STOCI;TON, SAN JOAQUIN COUNTY <br /> Enclosed is a copy of the inspection report of the Austin Road Landfill, Groundwater Treatment Facility <br /> conducted on 26 April 2000. The inspection included review of the self-monitoring reports, review of <br /> the existing waste discharge requirements, inspection of the facility operations, and independent sample <br /> collection and analysis. <br /> Violations of the Waste Discharge Requirements, Order 98-121 and Monitoring and Reporting Program <br /> (MRP) No. 98-121 were identified through the inspection. These violations include: <br /> 1. The MRP requires influent flow measurements to be reported on the quarterly self-monitoring <br /> reports; however, this data is not being reported. <br /> 2. Standard Provisions, General Provision 21. requires that a copy of the permit be maintained at <br /> the discharge facility and be available at all times to operating personnel. A copy of Order <br /> No. 98-121 could not be located on the premises during the inspection. <br /> Several non-violation issues were also identified during the inspection. These include: <br /> 1. General housekeeping is needed to remove used empty 55-gallon drums, remove spent sampling <br /> items,maintain eye-wash station, and isolate small water leak from air stripper unit. <br /> 2. At the time of the inspection, a partly filled above ground acid storage tank and non-operational <br /> acid dosing equipment were identified. Acid usage is not described as a treatment process within <br /> the current waste discharge requirements for the facility. The acid in the storage tank does not <br /> appear to be needed at this point in time and should be properly removed from the site. If the <br /> discharger requires acidification, additional information supporting this need must be supplied to <br /> the Regional Board. <br /> California Environmental Protection Agency <br /> CcJ Recycled Paper <br />
