R <br /> CENTRAL VALL REGIONAL WATER QALIT kNTROL BOARD <br /> INSPECTION REPORT <br /> 23 May 2000 <br /> DISCHARGER: City of Stockton, Department of Municipal Utilities, Austin Road <br /> Landfill <br /> LOCATION & COUNTY: Austin Road, Stockton, San Joaquin County <br /> CONTACT(S): Mr. Mike Miller, City of Stockton, Department of Municipal Utilities <br /> INSPECTION DATE: 26 April 2000 0910— 1145 hrs <br /> INSPECTED BY: Mr. Robert Fagemess <br /> ACCOMPANIED BY: None <br /> OBSERVATIONS AND COMMENTS: <br /> On 26 April 2000, I conducted a lA compliance inspection of the Austin Road Groundwater Treatment <br /> Facility (facility), located in eastern San Joaquin County. The facility is fully automated and I <br /> conducted the inspection unaccompanied. <br /> The inspection involved: reviewing the existing NPDES and Waste Discharge Requirements (WDR); <br /> review of the Discharger's self-monitoring quarterly reports (SMR) for July 1999 through February <br /> 2000; inspecting the facility operations; and inspecting the receiving water. Samples of the influent, <br /> effluent and receiving water were also collected and analyzed to supplement my evaluation of permit <br /> compliance. , <br /> GENERAL BACKGROUND: <br /> The City of Stockton, Department of Municipal Utilities (Discharger) owns and operates the <br /> groundwater treatment facility located at the now closed Austin Road Class III Landfill. This facility <br /> discharges treated groundwater from the extraction of groundwater contaminated from leakage of the <br /> unlined landfill. Pumped groundwater is treated by passing it through an air stripper, and then is <br /> discharged via aboveground piping to a reception trough, which cascades to North Littlejohns Creek. <br /> The discharge is permitted through NPDES permit No. CA0082911, Order No. 98-121 which was <br /> adopted by the Regional Board on 5 June 1998 and expires 6 June 2003. The entire landfill and <br /> treatment facility are slated to be sold to Forward Incorporated in the near future. <br /> INSPECTION OF FACILITY: <br /> Upon arrival, I found the facility to be secured and operational. The Discharger opened the facility <br /> treatment compound allowing me access to conduct my inspection and sampling. The facility is <br /> unmanned and is fully automated. The influent flow meter was functional at the time of the inspection <br /> and indicated a flow ranging from 235 to 250 gallons per minute, equivalent to 0.34 to 0.36 million <br /> gallons per day (mgd). The totalizer indicated a cumulative treated flow of 355 million gallons. <br />
