MELP is <br /> considering off site disposal of about 10,000 tons from the south end of Debris Pile H. <br /> Because this debris is composed of a mixture of ash,soil,rusted metal, and partially burned tires, <br /> segregation of the tires from the rest of the debris would be difficult. In addition,it is our understanding <br /> that the Regional Board has determined that the debris pile is classified as a designated waste suitable for <br /> disposal to a class II disposal site. Therefore,there would be no incentive to segregate the tires from the <br /> debris pile because they may still be classified as a designated waste. <br /> The California Code of Regulations,Section 17355 states that waste tires may not be disposed of at <br /> permitted solid waste disposal facilities unless they permanently reduced in volume prior to disposal <br /> by shredding or other means.
