The report presents design drawings, engineering <br /> calculations, specifications, clay acceptance program and construction quality assurance procedures for <br /> construction of a new waste management unit (WMU) D-00. The report addresses the following issues: <br /> 1. Design of landfill liner and leachate collection and removal system; <br /> 2. The WMU is designed to control inundation, washout, erosion, and slope failure resulting from <br /> flooding caused by a 24-hour, 1,000 year storm; <br /> 3. A minimum 50-feet set-back creek easement; <br /> 4. Slope stability calculations to demonstrate that the design will withstand the Maximum Credible <br /> Earthquake without damaging the liner or the leachate or surface drainage control systems; and <br /> 5. Seismic studies completed in 1992 that indicate that the Forward Landfill site is not located <br /> within 200 feet of a Holocene fault and complies with the regulatory provisions regarding active <br /> faults. <br /> The landfill design includes a base liner and an interface and side slope line. The base liner system is <br /> composed of a 2-foot thick clay layer(conductivity< 10'cm/sec), overlain with a 60-mil thick, high- <br /> density polyethylene (HDPE) geomembrane. The base lining system complies with the Title 27 <br /> California Code of Regulations(CCR). The interface and side slope liner will consists of a Geosyenthic <br /> Clay Liner (GCL) overlain with a 60-mil thick, single sided textured HDPE geomembrane. The <br /> interface and side slope liner is an engineered alternative that complies with the facilities waste <br /> discharge requirements and that has been previously approved and used at other WMUs at Forward <br /> Landfill. <br /> The refuse fill stability analysis identifies two issues that must be presented in the final CQA report. <br /> 1. The maximum refuse height and slope for WMU D-00 should be re-evaluated based on actual <br /> CQA direct shear test results. <br /> 2.
