(CASE NO,2209) <br /> We have reviewed the Second Quarter 2000 Environmental Monitoring Report submitted on 17 July <br /> 2000 for the Forward Landfill. The enclosed Monitoring Report Compliance Checklists summarizes our <br /> comments on the report. The report is complete. <br /> Low levels of VOCs, often at concentrations between the method detection limit and the practical <br /> quantation limit, were detected in groundwater monitor wells MW-01B, -14, -15, and—21. These low <br /> level detections are consistent with historical VOC concentrations at these wells. Although,VOC <br /> concentrations are low and there is no apparently pattern of increasing concentrations the persistent <br /> nature of the VOC impacts indicates that they are real. The pattern of persistent but erratic, low level <br /> concentrations suggests that VOCs in landfill gas may be the source. In the first Quarter 2000 <br /> Monitoring Report, Forward Inc.proposed to reassess the need for further action after an additional year <br /> of monitoring. Please submit a technical report assessing the source and potential impacts of the low <br /> level VOC concentrations by 15 February 2001. <br /> If you have any questions please call me at (916) 255-3814. <br /> Ross D.
