The plan provides: a list of actions and time schedule to close <br /> the Unit, a post-closure maintenance plan, a cost estimate for closure and post-closure maintenance, and <br /> an enforceable list of actions with time schedule for providing water quality protection during closure <br /> and post-closure maintenance periods. <br /> The plan anticipates that WMU B will reach capacity in Spring 2001. Upon reaching capacity a <br /> minimum 2-ft intermediate soil cover with a hay/straw surface layer, a temporary drainage control <br /> system will be installed over the waste. The final cover will be installed after a 5-year settlement period. <br /> For the final cover will consists of: a minimum 2-ft. thick, foundation layer, a minimum 1-foot thick <br /> compacted clay liner with hydraulic conductivity of 1 X 10-6 cm/s or less, a geocomposite drainage layer <br /> on sideslopes, and a 1-foot thick vegetative layer. <br /> The plan anticipates that the WMU will reach capacity in second quarter 2001, the need for landfill gas <br /> collection and control system will be re-evaluated in third quarter 2002, the final construction drawings <br /> and specifications will be submitted for board staff review and approval by end of third quarter 2004, <br /> and construction of the final cover will begin in second quarter 2006. Board staff expects to periodically <br /> review VOC concentrations in groundwater and may require installation of landfill gas collection and <br /> control mechanisms if there is a pattern of increasing VOC concentrations in groundwater. <br /> We find that the Waste Management Unit B Partial Final Closure and Post-Closure Maintenance Plan <br /> with Addendum comply with the requirements in Title 27, CCR. <br /> California Environmental Protection Agency <br /> Ca Recycled Paper <br />
