(CASE NO. 2209) <br /> We have reviewed the Third Quarter 2000 Environmental Monitoring Report submitted on 16 October <br /> 2000 on your behalf by Kleinfelder, Inc. The enclosed Monitoring Report Compliance Checklists <br /> summarizes our comments on the report. The report is complete. <br /> Low levels of PCE were detected in groundwater monitor wells MW-14, 46, and—21. These low level <br /> detections represent a decreasing trend when compared with historical VOC concentrations at these <br /> wells. The pattern of erratic, low level concentrations suggests that VOCs in landfill gas may be the <br /> source. A technical report assessing the source and potential impacts of the low level VOC <br /> concentrations is scheduled to be completed by 15 February 2001. <br /> Hexavalent chrome and/or arsenic at concentrations greater ality goals have been detected <br /> in twelve wells including two upgradient background wells. The hexavalent chrome and arsenic results <br /> confirm earlier detections in samples collected for the five-year monitoring event. Although both <br /> background and monitoring wells have been impacted, Title 27 Section 20420 (k)requires that an <br /> amended Report of Waste Discharge proposing an Evaluation Monitoring Program or an optional <br /> demonstration that the Unit(Forward Landfill) is not the cause of the contamination,must be submitted. <br /> Please make the required submittal by 15 February 2001. - <br /> If you have any questions please call me at (916) 255-3814. <br /> Ross D.
