On <br /> 9 November 2000, we received a response from State Board(Attached) stating that when evaluating the <br /> performance standard "The RWQCB must consider all relevant design-, site-, and operation-specific <br /> factors in establishing the appropriate liner and final cover design for a given landfill. " Forward <br /> Landfill is proposing the construction of a Class 11 Waste Management Unit. The performance standards <br /> for a Class H Waste Management Unit are given in Section 20310(a) of Title 27. All Class II facilities <br /> shall be designed and constructed to prevent migration of wastes from the Units to adjacent geologic <br /> materials, groundwater, or surface water during disposal operations closure, and the post closure <br /> maintenance period. - - - <br /> To satisfy this requirement, staff is requesting that Forward provide a demonstration that any future <br /> waste containment units constructed at your facility will fulfill the performance standards. This <br /> demonstration must include all relevant factors such as design, site characteristics, hydrogeology, landfill <br /> operation and water balance. The demonstration should also evaluate the performance of the <br /> prescriptive liner system design in protecting groundwater from degradation at your site, as well as an <br /> economic analysis that supports installing your engineered alternative. <br /> Staff understands that Forward Inc. is in the process of completing a design report for a proposed new <br /> Waste Management Unit at Forward Landfill in conformance with existing Waste Discharge <br /> Requirements 97-141. Late notice of a requirement for a liner performance appraisal may prove to be a <br /> problem. Therefore, staff requests that Forward provide either the requested liner performance appraisal <br /> or alternatively a demonstration that completing such a performance appraisal at this time will be <br /> unreasonably burdensome to your company.
