(CASE NO 2209) <br /> We have reviewed the Fourth Quarter and Annual 2000 Environmental Monitoring Report submitted on <br /> 21 February 2000 on your behalf by Levine Fricke, Inc. The enclosed Monitoring Report Compliance <br /> Checklists summarizes our comments on the report. The report was submitted late. The report fails to <br /> summarize the standard observations for 4th Quarter(item 2.b.) and fails to address why only 4 <br /> lysimeters were sampled (item 2.j.). Forward Inc. should submit addendums to this report that address <br /> item numbers 2.b. and 2.j. in the checklist, which are required in the Standard Provision portion of your <br /> Waste Discharge Requirements. Future monitoring reports should also address the noted deficiencies. <br /> Also, it would be helpful if a table of concentration limits for the inorganic parameters was included in r` <br /> every quarterly monitoring report. <br /> Hexavalent chrome and/or arsenic at concentrations greater than water quality goals have been detected <br /> in several wells including upgradient background wells. The hexavalent chrome and arsenic results <br /> confirm earlier detections in samples collected for the five-year monitoring event. Previously we <br /> requested submittal of an amended Report of Waste Discharge proposing an Evaluation Monitoring <br /> Program for hexavalent chrome or an optional demonstration that the Unit (Forward Landfill) is not the <br /> cause of the contamination. When you changed consulting firms at the end of last year this request was <br /> apparently missed. Please submit the requested amended ROWD for demonstration by 15 July 2001. <br /> Staff notes that samples were collected by both the conventional purging method and low flow <br /> (micropurging)method at several wells. Analytical results from the two methods are comparable.
