CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> RESOLUTION NO. R5-2002-0081 <br /> APPROVAL OF PRESCRIPTIVE SINGLE COMPOSITE LINER <br /> FOR USE IN A CLASS II WASTE MANAGEMENT UNIT <br /> AT FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> WHEREAS, California Water Code, Section 13263(a) states that the regional board shall <br /> prescribe requirements as to the nature of any proposed discharge with relation to the conditions <br /> existing in the disposal area, and shall take into consideration the beneficial uses to be protected, the <br /> water quality objectives reasonably required for that purpose, and other factors; and <br /> WHEREAS, Title 27, California Code of Regulations (Title 27), Section 20310(a), General <br /> Construction Criteria, states that Class II waste management units shall be designed and constructed to <br /> prevent migration of wastes from the Units to adjacent geologic materials, ground water, or surface <br /> water, during disposal operations, closure, and the post closure maintenance period; and <br /> WHEREAS, Title 27 contains the prescriptive design requirements (a single composite liner) for <br /> Class II landfill waste containment systems; and <br /> WHEREAS, the standards in Title 27, including the liner prescriptive design requirements are <br /> minimum standards, Regional Boards may impose more stringent requirements to accommodate <br /> regional and site specific conditions; and <br /> WHEREAS, Waste Discharge Requirements (WDRs) Order No. 97-141 was adopted by the <br /> Regional Board in 1997 and regulates among other things the operation and construction of Class II <br /> waste management landfill units at Forward Landfill; and <br /> WHEREAS, Order No. 97-141 specifically permits construction of single composite liners for <br /> Class II waste management units within the D area; and <br /> WHEREAS, there remains sufficient room to construct one final 10 acre waste management unit <br /> (WMU D-02), within the 100 acres of area D; and <br /> WHEREAS, on 26 March 2001, Regional Board staff requested a liner performance appraisal <br /> for Regional Board review and approval from Forward and Austin Road Landfills prior to construction <br /> of any future landfill expansions; and <br /> WHEREAS on 21 February 2002, Forward Inc. submitted a liner performance evaluation for <br /> construction of the final D area waste management unit and future expansion in the area to the north <br /> between Forward Landfill and Austin Road Landfill; and <br />
