June 13,2001 <br /> Community Development Department <br /> Attention: Chandler Martin <br /> 1810 E Hazelton Avenue <br /> Stockton,CA 95205 <br /> Dear Chandler: <br /> Per our conversation today,I remain very concerned about the Forward Landfill expansion.Please allow <br /> me to share my recommendations with you. <br /> • Prohibit the commercial traffic south of Lynch Road with the exception of farm equipment.Make the <br /> big trucks use the wide streets of Arch Road for access to the Landfill or the Rail-Container Yard.My <br /> reasons for this are: <br /> 1. The S-Turn(south of Lynch)is dangerous,not lit and is very unsafe in the fog. <br /> 2. The intersection of Austin and French Camp is not safe for truck traffic.When truckers head in the <br /> east bound direction on French Camp Road and attempt to turn North onto Austin,they cannot <br /> complete their turn without either coming into the on-coming traffic lane or putting their rig onto <br /> the dirt shoulder.The angle at which the two streets intersect is deceptive.Having experienced <br /> near collisions in this intersection,I urge you to avoid it.If you don't believe me,check the broken <br /> glass all along the shoulder. <br /> 3. On a school day at approximately 7:30am,I followed a large 18 wheeler operated by Schneider <br /> Company as it traveled south at high speed on Austin Road passing in front of New Haven School. <br /> • Noise on the Austin Road has increased dramatically in the past few weeks.My once quiet <br /> neighborhood is now being replaced with early morning truck drivers laying on their horns and the <br /> constant beeps of the trucks backing up.Hours of operation should be limited to 8:OOam to 5:OOpm <br /> Monday through Friday. <br /> My way of life has been changed.I no longer can allow my animals to have access to the outside due <br /> to truck traffic. <br /> • The presence of the landfill has actually increased illegal dumping activities along the rural portions of <br /> Austin.If the landfill is expanded will the County actually enforce its statutes concerning illegal <br /> dumping and require Forward to clean up the Austin Road area,removing the garbage and plastic bags <br /> that end up all over our property?In addition,the Animal Control Officer commented to me"People <br /> dump their animals where they dump their garbage"Will Forward work with the Animal Control <br /> Officers on the live animal dumping currently taking place? <br /> • I have grave concerns regarding water contamination in the Austin Road area. Will the county <br /> reimburse me for my lost property value if my well becomes contaminated,as have others in my area? <br /> Will expanding the landfill mean expansion of contamination testing? <br /> Please retain the permit classes as they are today and do not allow Forward to turn the City Landfill into an <br /> industrial waste site. <br />
