ITEM: 13 <br /> SUBJECT: Consideration Of A Resolution For Approval Of A Prescriptive <br /> Single Composite Liner For Use In A Class Ii Waste <br /> Management Unit,Forward Landfill, San Joaquin County <br /> DISCUSSION: Forward Landfill(Forward)is an active Class II landfill in San <br /> Joaquin County and is regulated under Waste Discharge <br /> Requirements(WDRs)Order No. 97-141. This resolution gives <br /> Forward permission to construct a waste management unit with a <br /> single composite liner on the final 10-acre parcel in a previously <br /> constructed approximately 100-acre landfill. <br /> Forward made an urgent request for Board consideration of this <br /> matter in April because construction of a new unit must start in <br /> April to avoid running out of capacity this July. Although <br /> Forward and staff have not agreed upon a performance standard <br /> demonstration which is the Board's new procedure for landfill <br /> expansions, staff does believe there are overriding considerations <br /> in this specific case: this is the final 10-acre parcel in a <br /> previously constructed 100-acre single composite lined landfill; <br /> construction of a double composite liner(which in staff's <br /> judgment would meet or exceed performance standards)in the <br /> final comer parcel would present unique and difficult <br /> constructability problems; and Forward has been constructing <br /> Class 11 units with single composite liners in this area since 1993 <br /> and has developed a track record of high quality construction and <br /> good operational practices. <br /> Although existing WDRs authorize construction of the new unit, <br /> a resolution is proposed because there is inadequate time to <br /> resolve public notice requirements for consideration of approval <br /> through WDRs. <br /> RECOMMENDATION: Staff recommends that the Board adopt the resolution as <br /> proposed. <br /> Mgmt.Review <br /> Legal Review <br /> Central Valley Regional Water Quality Control Board <br /> Fresno,California <br /> 26 April 2002 <br />
