f• f 8LFR LEVINE•FRICKE May 7, 2002 003-07979-00-001 S9 Mr. Robert McClellon San Joaquin County Environmental Health Division 304 East Webber Avenue, 3rd Floor Stockton, California 95202 Subject: Second Quarter 2002 Soil Gas Monitoring Report, Forward Landfill, San Joaquin County, California Dear Mr. McClellon: This letter report presents results of soil gas monitoring conducted by LFR Levine-Fricke (LFR) on behalf of Forward Incorporated (Forward) at the Forward Landfill in San Joaquin County during the second quarter of 2002. Forward has retained LFR to conduct quarterly soil gas and water quality monitoring at the Forward Landfill. Soil gas monitoring was conducted on May 2, 2002 at the on-site structures and soil gas probe locations presented on Figure 1. In accordance with CCR Title 27, Section 20937(a), this letter report is also being submitted to inform the enforcement agency (EA) that methane was detected above the lower explosive level (LEL) in gas probe-10 (GP-10) at a concentration of 5.8 percent by volume. The methane detection likely reflects the temporary shut down of the Austin Road landfill gas extraction system for routine maintenance activities. The extraction system was shut off on March 25, 2002 for a period of approximately two weeks, and was turned back on April 8, 2002. The system was intermittently on and off for various repairs and checks but was turned back on April 25, 2002, approximately five days prior to the soil gas sampling activities. Sufficient time was not allowed for the extraction system to reach normal operating conditions before the soil gas sampling was conducted. Forward proposes conducting additional monitoring during the week of May 6, 2002 at GP-10 and facilities in the vicinity of GP-10 as well as continuing with the routine monitoring activities on a quarterly basis. In accordance with CCR Title 27, Section 20937(a)(1), an evaluation was conducted by Forward personnel regarding the necessary immediate steps to protect public health and safety and the environment. At this time, Forward has concluded there appears to be no potential hazardous conditions based on field monitoring results of on-site buildings and ambient air.
