PERMIT/SERVICE <br /> 1145 West Charger Way <br /> Stockton, CA 95206 <br /> REVIEW OF DESIGNREPORT, WASTE MANAGEMENT UNIT D-02, FORWARD <br /> LANDFILL, SAN JOAQUIN COUNTY(Case No. 2209) <br /> We have reviewed the Design Report, Waste Management Unit D-02 submitted on your behalf by Lewis <br /> Engineering. The report presents a design approach and construction documents for a new waste <br /> management unit(WMU)D-02. The report addresses the following issues: <br /> 1. Design of landfill base and final grade, composite liner, and leachate collection and removal <br /> system; <br /> 2. The WMU is designed to control inundation,washout, erosion, and slope failure resulting from <br /> flooding caused by a 24-hour, 1,000 year storm; and <br /> 3. Stability analysis to demonstrate that the design will withstand the Maximum Credible <br /> Earthquake without damaging the liner or the leachate or surface drainage control systems. <br /> 4. The design includes a double composite liner under the sump area, the area most likely to contain <br /> leachate under a sustained hydraulic head. <br /> The base liner system will be composed of a 2-foot thick clay layer(conductivity< 10'cm/sec), a 60- <br /> mil thick,high-density polyethylene (HDPE) geomembrane and'a,blanket leachate recovery system. The <br /> base lining system complies with the prescriptive standards of Title=27 California Code of Regulations <br /> (CCR). The side slope liner will consists of a Geosynthetic Clay Liner(GCL), a 60-mil thick, single <br /> sided textured HDPE geomembrane, and a geocomposite drainage net. The side slope liner is an <br /> engineered alternative that complies with the facilities waste discharge requirements and is used at other <br /> WMUs at Forward Landfill. <br /> Board staff has identified the following design issue that should be addressed following construction: <br /> 1. The maximum refuse height and slope for WMIJ D-02 should be re-evaluated based on actual <br /> CQA direct shear test results. <br /> 2.
