ATTACHMENT B <br /> PROPOSED CHANGES IN DESIGN AND OPERATION <br /> (SWFP APPLICATION ITEM NO. IiA) <br /> The purpose of this SWFP is to merge two existing landfills, Forward Landfill and Austin <br /> Road Landfill into one facility to be known as the Forward Landfill. The owner/operator, <br /> Forward Inc. (Forward), of both the existing Forward and Austin Road Landfills proposes to <br /> combine the two sites into one unified facility with a single set of operating permits_ <br /> A review of long-range development and final grading plans for both facilities indicate that <br /> several benefits can be realized by combining the two facilities into one footprint and <br /> managing them as a single facility. These benefits include: <br /> • Enhancement of environmental controls such as surface water, reduction of moisture <br /> infiltration, consolidation of traffic flows, reduction of particulate emissions, reduction of <br /> air quality/noise impacts, and reduced energy consumption. <br /> • Enhancement of operational efficiencies from the standpoint of both the owner and <br /> regulatory agencies. Merging the two areas will create one contiguous facility that will <br /> be treated as a single disposal facility thereby reducing administrative and oversight <br /> requirements. <br /> • Streamlining leachate and storm water management systems thereby eliminating the <br /> need for multiple/redundant containment and treatment systems. <br /> • Creation of an additional 17 million cubic yards (cy) airspace in the wedge area <br /> between both facilities and by increasing the elevation of the Austin Road Landfill to <br /> match the elevations permitted at the existing Forward Landfill. A more aesthetically <br /> pleasing landfill by creating one raised mound rather than two adjacent mounds. <br /> The site development plans for the combined Forward Landfill are presented in this report. <br /> As shown on the site development plans, the major modifications from the site development <br /> plans for the existing Forward and Austin Road Landfills are: (1) the placement of refuse in <br /> the wedge between the existing landfills and; (2) the lowering of base grades in the existing <br /> Austin Road Landfill expansion areas to match the base grades at the existing Forward <br /> Landfill. Forward is also proposing to modify the waste stream that can be disposed in the <br /> Austin Road Landfill to be the same as the currently permitted waste stream for the existing <br /> Forward Landfill. Forward also proposes that the daily tonnage rates allowable at each facility <br /> be combined for the single facility and that the hours of operation be extended. <br /> Forward Landfill SWFP <br /> L\Allied\2000.193\Reports\SWFP:Attachment 6:05/20/02 <br />
