Site-specific conditions at Forward Landfill include a mean annual precipitation of 13.5 inches, <br /> and an estimated annual evaporation of 78.43 inches. Dry conditions at the site will tend to limit <br /> the production of leachate. The shallow aquifer at Forward is a source of high quality <br /> groundwater and is used locally for agricultural and domestic supply. There are other <br /> groundwater aquifers available at depth and the shallow aquifer is not a sole source aquifer. <br /> Soils beneath the site are composed of intercalated clay, silt and fine to coarse sand. The current <br /> high groundwater level is approximately 30 feet below the base of the waste; the historic high <br /> groundwater level is approximately 17 feet below the base of the waste. The fairly low <br /> permeability of the soils and the depth to groundwater will allow some attenuation in case of a <br /> leachate release. <br /> 8. Forward Inc. has a history of good operations and has not had a documented release from any of <br /> its lined units. Forward proposes to implement or continue the following operational practices: <br /> hazardous waste screening and load checking, appropriate staff training, use interim cover <br /> specifically designed to minimize infiltration, hydroseed interim cover annually before the rainy <br /> season to maximize evapotranspiration, and interim slopes will be sloped to accelerate run-off. <br /> Please provide amended copy of Performance Demonstration for a Single Composite Liner addressing <br /> the above comments. <br /> If you have any questions, please call me at(916) 255-3814. <br /> ROSS D.
