y <br /> Inspection Results: <br /> CIWMB staff conducted the 18-month inspection pursuant to 30 Public Resources Code(30 PRC),Section 43220. The inspection <br /> identified no violations of 30 PRC. <br /> The facility was also evaluated for compliance with 27 CCR,Division 2,Subdivision 1,CIWMB Regulations for Treatment,Storage, <br /> Processing or Disposal of Solid Waste. The inspection identified no violations or areas of concern of 27 CCR. <br /> Comments: <br /> Upon arrival at the active face,prior to the first load being deposited,a check of the daily cover proved adequate. Green waste was being <br /> used as alternative daily cover. No vectors were observed at or around the active face or the transfer station. No daylighting was <br /> observed. Workers were actively collecting litter. The asbestos contaminated waste disposal area was fenced off and well signposted. A <br /> new unit was being lined during the inspection. <br /> A check of the facilities records proved adequate. The staff training records were commendable. CIWMB staff would encourage the LEA <br /> to request that the operator keep tonnage records for the total amount of waste received per day as well as total amount of waste received <br /> per month in order to verity that the facility is within its permitted tons per day capacity. <br /> A check of the facilities gas monitoring results indicated a reading of 3.4 percent methane by volume in Gas Probe 10,which is below the <br /> 5 percent lower explosive limit(LEL). However,methane readings exceeded the LEL in June and July. CIWMB staff understands that <br /> the operator recently submitted a Gas Monitoring Probe Working Plan to the LEA. It is advised that the LEA continue to monitor the gas <br /> levels at Forward Landfill diligently. <br /> Overall the landfill was in good operating condition. <br /> 2 Integrated Waste Management Specialist <br />
