WASTE)ISCHARGE RE UIR -1 - <br /> 5EMENTS ORDER N). <br /> FORWARD INC. AND ALLIED WASTE INDUSTRIES <br /> FOR OPERATION OF <br /> FORWARD CLASS II LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 4. Wastes shall not be discharged below an elevation of seven feet above mean sea level <br /> (MSL). A minimum separation of 17 feet shall be maintained between wastes or <br /> leachates and the highest anticipated elevation of underlying groundwater including the <br /> capillary fringe. <br /> 5. Coal or wood ash from cogeneration plants may be discharged to units which are <br /> designed and operated to isolate this waste which could produce acidic leachate. <br /> 6. The handling and disposal of friable asbestos-containing wastes at this site shall be in <br /> accordance with all applicable federal and state laws and regulations. <br /> 7. Shredder waste, which has been granted a variance from disposal as `hazardous waste' by <br /> DISC, shall only be discharged to Class II landfill units at this site. <br /> 8. Sludges from water or wastewater treatment plants may be disposed of by spread on a one <br /> foot thick, compacted clay pad that is bermed to prevent runoff(WMU G). Sludges shall <br /> be handled in such a manner as to allow Braying of the waste with no percolation of liquid <br /> or waste constituents through the bottom of the clay pad. Once the waste has dried, it and <br /> any soil it has contacted shall be moved to a lined unit that is approved by the Executive <br /> Officer for the acceptance of designated solid waste. The clay pad shall be rebuilt to its <br /> original thickness after each drying cycle. This operation may be done from May through <br /> October. <br /> C. FACILITY SPECIFICATIONS <br /> 1. The Discharger shall, in a timely manner, remove and relocate any wastes discharged at <br /> this facility in violation of this Order. <br /> 2. The Discharger shall immediately notify the Board of any flooding, unpermitted <br /> discharge of waste off-site, equipment failure, slope failure, or other change in site <br /> conditions which could impair the integrity of waste or leachate containment facilities or <br /> precipitation and drainage control structures. <br /> 3. Water used for facility maintenance shall be limited to the minimum amount necessary <br /> for dust control, and construction. <br /> 4. The Discharger shall maintain in good working order any facility, control system, or <br /> monitoring device installed to achieve compliance with the waste discharge requirements. <br /> 5. Methane and other landfill gases shall be adequately vented, removed from the Unit, or <br /> otherwise controlled to prevent the danger of adverse health effects, nuisance conditions, <br /> or the impairment of the beneficial uses of surface water or groundwater due to migration <br />
