kq KLEINFELDER <br /> 1 EXECUTIVE SUMMARY <br /> Forward Landfill replaced the old Interim Waste Management Unit (WMU) F with a new WMU <br /> F Class II surface impoundment. Interim WMU F was closed in accordance with the <br /> specification outline in the Closure Plan and Construction Quality Assurance Manual. As a part <br /> of the closure specifications, all residual wastes, including liquids, sludges, precipitates, settled <br /> solids, and liner materials and adjacent geologic materials contaminated by the wastes are <br /> required to be removed and discharges to an approved on-site WMU. Forward is required to <br /> provide evidence that the surrounding soil is not suspected to have been impacted by the <br /> discharge made to the existing Interim WMU F. The closure plan and manual listed the <br /> following constituents as the focus of closure assessment (absence of these constituents in soils <br /> underlying the WMU constitutes clean closure): <br /> • EPA Method 8260 (Volatile Organic Compounds VOCs) <br /> • EPA Method 8270 (Semi-volatile Organics) <br /> • EPA Method 8141 (Organophosphorous Compounds) <br /> • EPA Method 8150 (Chlorinated Herbicides) <br /> At the time of closure, no leachate was present in the Interim WMU F, so no leachate was moved <br /> to the new WMU F Class II surface impoundment. <br /> To obtain closure, the following steps were taken to comply with the specifications in the <br /> Construction Quality Assurance Manual and the Closure Plan for Interim WMU F: <br /> • Initial soil sampling: Depth assessment of possible contamination <br /> Samples were taken on October 22, 1999 from Interim WMU F before excavation <br /> commenced with a hand auger and drive sampler at depths of 2' and 3'. Analysis of <br /> samples collected at depths of 2' on October 22, 1999 revealed no contamination; <br /> therefore the samples taken at 3' were not analyzed. <br /> • Excavation observation of Interim WMU F <br /> During a site visit on November 29, 1999, Kleinfelder observed initial demolition of <br /> Interim WMU F. Forward had begun to remove about a third of the surrounding <br /> berms and soil in the impoundment to a depth of 3' below the surface.
