(PES), for the Paradise Point Marina, located at 8095 Rio Blanco
Road in Stockton (Site). PES prepared the March 2021 Work Plan which proposes a
scope-of-work to further evaluate Site conditions and expand upon the recent
investigation activities presented in the 16 December 2020 LNAPL Corrective Action
Plan.
Central Valley Water Board staff concurs with the methods and approach proposed by
PES in the March 2021 Work Plan with the following conditions and comments:
• You should include photo-documentation of the vapor probe and associated
sampling equipment (i.e., sampling train and leak-testing shroud) in the resulting
Revised Corrective Action Plan.
• In addition to the proposed sub-slab vapor sample analytical compounds listed in
Section 2.3.2.1 of the March 2021 Work Plan, you should also analyze for vapor-
phase naphthalene and methyl tert-butyl ether (MTBE) using EPA Method TO-15.
• Following sub-slab vapor sample collection, you should consider leaving the vapor
probe in-place to allow for collection of an additional vapor sample during warmer
months to assess for seasonal variability of potential contaminant concentrations. At
least two sub-slab sampling events should be performed before a final risk
determination can be made.
• Central Valley Water Board staff concurrence of the March 2021 Work Plan is based
on the locations and scope-of-work presented therein.
