Groundwater Well Installation Work Plan Sharpe Army Depot
Lathrop, California
Ahtna Environmental, Inc. 14
fieldwork, maps will be prepared to show surveyed locations and elevations, along with physical site
features, to confirm they are located correctly.
3.2.7 Sampling
The newly installed wells will be added to the existing sampling well network and sampled no sooner than
two days after well development is complete. The sampling frequency is based on the decision rules
shown in the Well Sampling Frequency Decision Logic (Figure 16). Fieldwork will follow the guidelines,
standards, and procedures documented in the QAPP (Ahtna, 2019d), APP (Ahtna, 2019e), Site Waste
Management Plan (SWMP; Ahtna, 2019f), applicable SOPs (Appendix B) and this Work Plan. Field quality
control (QC) samples will be used to assess the influence of sampling procedures, equipment, and
handling on the reported results.
Discrete soil samples will be collected 5 ft above, 5 ft below, and at 5 ft intervals within the anticipated
screen interval for each well, for lithologic description only. Soil samples will be logged in the field by a
qualified geologist and in accordance with the USCS.
3.3 Waste Management
Solid and liquid investigation derived waste (IDW) will be produced during the well installation activities
and will be managed following the SWMP (Ahtna, 2019f).
Soil IDW will be contained in labeled drums or bins adjacent to the well locations and then transferred to
the Central Area GWTP. Soil IDW will be sampled and characterized to determine appropriate disposal in
accordance with applicable laws and regulations, and an appropriate disposal facility will be identified
following characterization. Soil generated during trenching will be stockpiled on the ground next to the
trench. The excavated soil will be used to the extent practical to refill the trenches and meet minimum
compaction specifications. The trenching will be through areas not identified as soil contaminant areas;
therefore, soil stockpiled next to the trenches will be on the bare ground. Piles will be covered with 20-
mil (0.02 inches, or thicker) polyethylene plastic sheeting to minimize airborne dust until construction
activities are complete. Soil generated and not used as backfill will be contained, profiled, and disposed
of as described above. Material stockpiling and excess material loading into bins will be performed in such
a way as to prevent damage to the finished grade surrounding the stockpile. Excess soil that does not
require offsite disposal will be transported to the soil spreading area west of the Central Area percolation
ponds.
Liquid IDW will be contained in labeled drums or tanks and, whenever possible, will be disposed of at the
South Balloon GWTP. The presence of solids in liquid IDW generated during drilling and well development
activities may prevent disposal at the South Balloon GWTP. As required for offsite disposal, liquid IDW will
be sampled and characterized to determine appropriate disposal in accordance with applicable laws and
regulations. An appropriate disposal facility will be identified following characterization.
Solid non-hazardous waste (e.g., disposable personal protective equipment and sampling equipment) will
be wiped of any visible contamination and disposed of in a municipal waste receptacle. Ahtna will
coordinate with the Presidio of Monterey DPW-E, for the signature of required waste manifests. A copy
of the signed manifests will be provided to the DPW-E.
