Groundwater Well Installation Work Plan Sharpe Army Depot <br /> Lathrop, California <br />Ahtna Environmental, Inc. 16 <br />4.0 Quality Control and Quality Assurance <br />Quality Control (QC) encompasses the actions that control the attributes of the material, sample, process, <br />component, system, or facility in accordance with predetermined quality requirements. The QC inspection <br />system used by Ahtna personnel for the installation of extraction wells is based on three phases of QC for <br />each definable feature of work: the preparatory phase, the initial phase, and the follow-up phase. <br />During the preparatory phase, the work necessary to initiate the activity is checked before fieldwork <br />begins. The phase is conducted in a meeting format during the daily pre-work health and safety meeting. <br />Participants include onsite Ahtna personnel, the USACE representative, and onsite drilling personnel. <br />During the meeting, information regarding the schedule, procurement, and the status of the related <br />construction activity are shared and discussed. Lessons learned from previous events are shared and <br />discussed. <br />Initial phase inspections are conducted after activities begin, to check and document that work is being <br />performed as discussed during the preparatory phase inspection. A QC staff member is responsible for <br />monitoring the quality of the construction work performed. During the initial phase inspection, a <br />representative sample of work is observed to document the work is in compliance with the specified <br />requirements. <br />Follow-up phase inspections are performed daily after the initial phase until the completion of the work <br />to check and document that work is being performed according to plan. <br />Quality Assurance includes the planned and systematic actions necessary to provide a sufficient <br />confidence level that structure, system, or component will perform satisfactorily in service. Quality <br />assurance includes a multi-disciplinary system of management controls backed by quality verification and <br />overview activities that demonstrate completeness and appropriateness of achieved quality. Quality <br />assurance inspections are performed during well drilling by USACE personnel to ensure the work is <br />completed as planned. The activities described in the Work Plan will be conducted in accordance with the <br />QAPP (Ahtna, 2019d).
