CIVIL UYIDUo TUCV
GwG Ewir Wader Re;~ce/Dcwni4eri;4ng
October 13, 2021 SENT VIA: EMAIL
Mr. Bill Brattain, PE
Water Resource Control Engineer—Private Sites Cleanup Unit
Central Valley Regional Water Quality Control Board
11010 Sun Center Drive, #200
Rancho Cordova, CA 95670
SUBJECT: Soil Vapor Sampling Work Plan
Lodi Southern Plume, Lodi, California
Dear Mr. Brattain:
On behalf of the City of Lodi (City), Civil Hydro Tech (CHT) has prepared this Soil Vapor (SV)
Sampling Work Plan (Work Plan) that identifies the locations and describes the methodology for
collecting soil vapor samples at discrete depths within the Lodi Southern Plume(LSP)area located
in Lodi, California. This Work Plan is in response to the July 21, 2021 Review of the Additional
Passive Soil Gas Sampling Report, City of Lodi Southern Plume letter from the Central Valley
Regional Water Quality Control Board (Water Board) to Andrew Richle of the City, where the
Water Board reviewed the results of the passive gas sampling (PSG) events that were performed
in the cul-de-sac on the southernmost tip of Sacramento Street in Lodi, California (Site), and
recommended a further course of action.
BACKGROUND
The Site lies within the LSP, which is defined as the area bounded by Park Street to the north,
Village and Maxwell Streets to the south, and by Stockton Street and School Street to the east and
west, respectively (Figure 1). The Site area occupies a cul-de-sac on the southernmost tip of
Sacramento Street in Lodi, California, and is comprised of seven land parcels located at the
following addresses — 1320, 1324, 1325, 1328, 1332, 1339, and 1345 Sacramento Street
(Figure 2). With the exception of the 1339 Sacramento Street parcel, which currently appears to
be occupied by several trailers and recreational vehicles, Vanderlans & Sons owns the other six
parcels where it manufactures the LANSAS line of pipe plugs. Additionally, the Site also is the
location of a City of Lodi industrial pump station where waste collected from the Sacramento
Street corridor industrial units is pumped to the City waste water treatment plant (WWTP).
Previous investigations have indicated the presence of tetrachloroethylene(PCE)and other volatile
organic compounds (VOCs) including trichloroethene (TCE) in the groundwater beneath the LSP
area that may be a result of historical and current industrial activities that occurred along the
Sacramento Street corridor. At present, the LSP area monitoring wells are monitored and sampled
as part of the Water Board Order No. R5-2018-0800 that was issued on January 11, 2018.
175 N.EL MONTE AVENUE,LOS ALTOS,CA 94022 TEL:415-424-3009
