Health and Safety Plan <br />17 West Washington Street, Stockton, California 95202 <br />461803 <br /> <br /> Page 8 <br />6.1 Action Level Guidance <br />6.1.1 Air Monitoring Action Response Limits <br />This HASP addresses site-specific chemicals as noted in Section 3.1 entitled “Chemicals of <br />Concern”. An action level for each chemical or group of chemicals is based on 50% of the most <br />restrictive (lowest) occupational exposure limit, specifically the PEL or TWA. If a sustained PID <br />measurement (i.e., over a 3-minute period) for total CVOCs was observed in the worker's <br />breathing zone above the action level, site personnel will immediately don respiratory protection. <br />Full face air purifying respirators (APRs) or half face APRs with combination cartridges equipped <br />for both particulates and organic vapors protection will be utilized. Due to the limited area of <br />subsurface disturbance (i.e., 2-inch borehole), dust is not expected to be a concern during the <br />course of work. <br />Table 10: General Action Levels <br />Compound Action <br />Level <br />Permissible Exposure <br />Limit (PEL) Time <br />Weighted Average (TWA) <br />Volatile Organic Compounds (VOCs) -1,1- <br />DCE 1 ppm (sustained) 1 ppm <br />6.1.2 Combustible Gas Indicator (CGI) Oxygen Meter <br />Action levels for situations involving a combustible Gas Indicator / Oxygen meter are outlined in <br />Table 11 below but LEL and oxygen hazards are not anticipated during the current planned Site <br />work. It is not anticipated that an oxygen deficient or explosive atmosphere will be present during <br />the planned site work. <br />Table 11: Combustible Gas Indicator (CGI) Oxygen Meter <br />Meter Response Action/Respiratory Protection <br />CGI response <10% LEL Continue normal operations with regular, periodic <br />monitoring <br />CGI response > 10% LEL Discontinue operations; evacuate personnel and prohibit <br />entry; allow to vent until readings are <10%. <br />Oxygen level <19.5% or <br />>23.5% <br />Retreat from work area; consult with PM and SSO about <br />upgrading to Level B respiratory protection, adding <br />mechanical ventilation, or possible changes in work <br />practices. <br />6.1.3 Odors <br />If strong unexpected and unidentified odors are encountered, site personnel shall evacuate the <br />area until an assessment of the origin and composition of the odor has been completed, and a <br />control solution has been implemented.
