A complete three year bill of lading <br /> record for used filter recycling was not observed during the inspection. 55 gallons drum of used oil filters observed <br /> on-site without label.According to the owner,Alfredo Sanchez the used oil filter has been onsite since Aug, 2021. <br /> The durum of oil filters has been on-site for longer than one year. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used drained metal oil or fuel filters shall use a bill of lading to record <br /> the transfer of used filters. Bills of lading must indicate generator,transporter, and receiving company names, <br /> addresses,telephone numbers,the quantity and size of used filter containers transferred, and the date of transfer. <br /> A copy of each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where <br /> the used filters were handled. Copies of bills of lading shall be kept for a period of three years. Title 22 California <br /> Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> CORRECTIVE ACTION: Immediately obtain all missing bill of lading recycling records that can be found. Used, <br /> drained, metal filters not stored, handled and disposed of according to this section are regulated as hazardous <br /> waste. Provide a corrective action statement, bill of lading recycling records and supporting documentation to the <br /> San Joaquin County Environmental Health Department(EHD)within 30 days. The container was labeled on-site <br /> with accumulation start date and content. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> The inspection report was amended today and will replace the initial inspection report. The report was amended <br /> to removed the the observation language for item#603. No violations were added or removed in the amended <br /> report. Conducted a hazardous waste inspection. There were four violations during the inspection. Three <br /> violations were corrected on-site. For the open violation, complete and submit a copy of the Return to <br /> Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or <br /> will be taken for each violation, and any supporting paperwork, by 11/24/2022. . <br /> Wastes generated by this facility: <br /> Used Oil <br /> Used Antifreeze <br /> Oil Filters <br /> Note: <br /> Helped the business to apply for an EPA ID number. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($156).
