S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Les Schwab Tire Center#648 1 1240 W Yosemite Ave, Manteca October 28, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: One open drain metal oil filter pan with some oily liquid was stored on top of the secondary <br /> containment pallet located inside the facility waste storage area and oily liquid was observed on the floor around the <br /> secondary containment. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean up the leak oil on the floor and relocate the drain metal oil pan to its own <br /> location. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. Submit a <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department describing <br /> the storage and final disposition of the cleaned up waste. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were:Two black 55 gallon steel drums of used oil and absorbent did not have the initial accumulation start date. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 10/27/2022 . <br /> Wastes generated by this facility: <br /> -Used oil <br /> -Contaminated liquids( glycol ether, water) <br /> -Contaminated Solids ( Chromium, PG III, Barium, Sand soil) <br /> -Absorbent <br /> -Waste Aerosol <br /> - Used oil filters <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign.
