We permit only the <br />discharge, meaning, once they get the approval from your department, we will not get involved <br />until construction is almost complete. They are not allowed to discharge any wastewater without <br />a permit from us. The system can be built, based on your approvals, but they cannot discharge to <br />land until the permit from us has been issued. It's at this time we evaluate the site and determine <br />what they can and cannot do. We do not have any input in the type of system or treatment they <br />plan to do. It's up to the County to approve the applicants design and construction plans based on <br />County requirements. <br />Please do not make applicants get approval from us prior to the issuance of a building permit or <br />approval of plans. We cannot approve anything. Our permitting process should not hold up <br />design or construction. <br />I know we've discussed the nitrate evaluation before too. The County should not be requiring a <br />nitrate evaluation for any facilities that will be permitted through the Central Valley Water <br />Board. We do not always require this evaluation; it's based on professional judgment, site <br />conditions, groundwater quality, system type, etc. We require this evaluation only when <br />nitrate/nitrogen is a concern, which is evaluated on a site-specific basis. <br />We can discuss this further if you'd like. <br />Please let me know if you have any questions. <br />Dina <br />
