Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />November 09, 2022 <br /> Facility Address: <br /> 4101 S AIRPORT WAY, STOCKTON <br /> Facility Name: <br /> P G & E - STOCKTON MATERIALS YARD <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 4 HSC 25508(a)(1) Failed to electronically submit the Business Activities or Owner/Operator Identification page. <br />OBSERVATION: The Business activities page was not complete. The business has a 7,000 gallon diesel tank that <br />is operational. The business has 1,000 gallon gasoline tank that is not operational but will be soon. The business <br />has answered no to the Aboveground Petroleum Storage Act (APSA) program question in the business activities <br />section. The business has over 1320 gallons of a petroleum product and is required to answer yes to the APSA <br />section in the business activities. Then make a new submittal in CERS. <br />REGULATION GUIDANCE: This information must be current and submitted as part of the business plan. <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This is a minor violation. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: The site map is incomplete. The site map is missing the location of the emergency shut off for the <br />fuel island, fire extinguisher location on fuel island, storm drain locations, location of the shop / garage building, <br />chemical locations in the shop building, Canopy A, chemicals located in Canopy A Area, utilities shut offs (power, <br />water, natural gas), and spill kit locations. Update the site map and then make a new submittal in CERS. <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a minor violation. <br /> 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. <br />OBSERVATION: The business plan information has not been reviewed and resubmitted in the California <br />Environmental Reporting System (CERS) annually by the due date, January 15. The business plan was submitted <br />late on 1/25/2022 for the year of 2022. <br />REGULATION GUIDANCE: The hazardous materials inventory shall be submitted by January 15 of each calendar <br />year and may be submitted beginning November 1 of the previous year <br />CORRECTIVE ACTION: Submit a statement to SJC EHD stating that the business will annually certify/submit the <br />annual HMBP to CERS by January 15. <br />This violation has been corrected. <br />This is a minor violation. <br />Overall Inspection Comments: <br />FA0025511 PR0544879 SC001 11/09/2022 <br />EHD 19-01 Rev. 12/06/2021 Hazardous Materials Program OIRPage 2 of 3 <br />1868 E.
