Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />April 29, 2019 <br />Facility Address: <br />5777 S FRENCH CAMP RD, STOCKTON <br />Facility Name: <br />76 EXPRESS TIGER NO 1 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. <br />-A 55 gallon black steel drum of hazardous waste solids was observed in the truck fueling area with no accumulation <br />start date. <br />-A 55 gallon black steel drum of hazardous waste liquids was observed behind the store with an accumulation start <br />date of 10/18/18. <br />Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored <br />on site at any time may store waste on site up to 180 days. Immediately contact a licensed hazardous waste hauler <br />to dispose of this waste under manifest and submit a copy of the manifest to the EHD. <br />This is a Class II violation. <br />605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />-A 55 gallon black steel drum of hazardous waste solids was observed in the truck fueling area with no labeling. <br />-A 55 gallon black steel drum of hazardous waste liquids was observed behind the store with no physical state or <br />hazardous property. <br />All hazardous waste containers shall be marked with the following information: <br /> - the words “Hazardous Waste” <br /> - name and address of generator <br /> - hazardous properties (ignitable, corrosive, reactive, toxic) <br /> - physical state (liquid, solid) <br /> - composition (contents) <br /> - accumulation start date <br />Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br />information. <br />This is a repeat violation, Class II. <br />608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br />Bills of lading for the recycling of used fuel filters for the last three years were not found on site. A copy of each bill of <br />lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used fuel filters <br />for the last three years, maintain them on site, and submit copies to the EHD. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by May 29, 2019. <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
