The traffic is gridlocked. The trucks <br /> are parked in a disorganized manner and extend onto ramp leading to working face. There is no clear pattern for <br /> traffic and safety is a concern. At time of inspection. In the early hours of operation,there are one spotter at the <br /> dumping area, one dozer operator, one loader operator, and 2 to 3 personnel removing the tarps. <br /> -Part 17 of Solid Waste Facility Permit, EA Condition "y"states "The operator shall at all times provide adequate <br /> staffing to deal effectively and promptly with operation at the site as needed." <br /> -Provide adequate staffing for the early hour of operation. <br /> X 20580 - Lighting <br /> Comments: There is no light near the tippers area. It appears the truck drivers operate the tippers in darkness. <br /> The spotter is also working in darkness. <br /> -Provide adequate lighting. <br /> Inspec#icfre FI('pOC#Commen#3221 <br /> Notes: <br /> 1. There is no ponding at time of inspection. The major erosions had been repaired. The operator is now working on <br /> repairing the smaller erosions as weather permits. <br /> 2. The cover consists of soil and tarps. <br /> 3. The secondary gate is opened before the employees are ready for the daily operation. <br /> 4. There are lot of whole tires in the waste at the active face. According to the operator, Forward gets permission to <br /> receive bailed tires. the ties of the bails break as the personnel pushes the bail. The operator is to take every effort not <br /> to break the ties of the tire bail. <br /> 5. The concentration of explosive gas in GP-11, 12 and 28 is 0% by volume. <br /> 6. All records are up to date. <br />
