HAZARDS AND HAZARDOUS MATERIALS. <br /> Would the project: <br /> a) Create a significant hazard to the public or the environment <br /> through the routine transport,use,or disposal of hazardous El El ® El Elmaterials? <br /> b) Create a significant hazard to the public or the environment <br /> through reasonably foreseeable upset and accident <br /> conditions involving the release of hazardous materials into ❑ ❑ ® ❑ ❑ <br /> the environment? <br /> c) Emit hazardous emissions or handle hazardous or acutely <br /> hazardous materials, substances, or waste within one- ❑ ❑ ® ❑ ❑ <br /> quarter mile of an existing or proposed school? <br /> d) Be located on a site which is included on a list of hazardous <br /> materials sites compiled pursuant to Government Code <br /> Section 65962.5 and, as a result, would it create a ❑ ❑ ® ❑ ❑ <br /> significant hazard to the public or the environment? <br /> e) For a project located within an airport land use plan or, <br /> where such a plan has not been adopted,within two miles <br /> of a public airport or public use airport, would the project ❑ ❑ ® ❑ ❑ <br /> result in a safety hazard or excessive noise for people <br /> residing or working in the project area? <br /> f) Impair implementation of or physically interfere with an <br /> adopted emergency response plan or emergency ❑ ❑ ® ❑ ❑ <br /> evacuation plan? <br /> g) Expose people or structures, either directly or indirectly,to <br /> a significant risk of loss, injury or death involving wildland <br /> fires, including where wildlands are adjacent to urbanized ❑ ❑ ® ❑ ❑ <br /> areas or where residences are intermixed with wildlands? <br /> Impact Discussion: <br /> a-g) This project has two components.The first is a General Plan designation change from I/T(Truck Terminal)to A/G <br /> (General Agriculture).The second is a Conditional Use Permit Application for an agricultural processing facility(Use <br /> Type: Industry-Agricultural)to include the construction of a 96,959 square foot two-story building.The project site <br /> is not located on a site which is included on a list of hazardous materials sites compiled pursuant to Government <br /> Code Section 65962.5 and,as a result,the site is not a significant hazard to the public or the environment. <br /> The project proposes to have a diesel tank to fuel an on-site pump for fire suppression for the proposed facility.The <br /> applicant states that the tank includes double wall construction and a leak detection system.This tank will be subject <br /> to statutory regulations facilitated by the Environmental Health Department for above and underground storage <br /> tanks. Additionally, the applicant states that a conventional refrigeration system will be utilized at the facility,the <br /> installation of which is subject to the 2021 California Building Code. As a result, impacts from hazardous materials <br /> related to the diesel tank are anticipated to be less than significant. <br /> Construction activities for the project typically involve the use of toxic or hazardous materials such as paint,fuels, <br /> and solvents. Construction activities would be subject to federal, state,and local laws and requirements designed <br /> to minimize and avoid potential health and safety risks associated with hazardous materials.
