FINDINGS FOR GENERAL PLAN MAP AMENDMENT <br /> 1. The proposed amendment will contribute to the public health, safety, and general welfare or will be of <br /> benefit to the public. <br /> The proposed General Plan Map Amendment will be a benefit to the public because approval of <br /> the General Plan Amendment will allow the underlying project for an agricultural processing <br /> facility to move forward. If approved,the proposed agricultural processing facility would benefit <br /> the public by supporting local agricultural activities in the area. <br /> 2. The proposed amendment is consistent with the General Plan goals unless the goals themselves are <br /> proposed to be amended. <br /> The proposed General Plan Map Amendment from I/T (Truck Terminals) to A/G (General <br /> Agriculture) is consistent with the General Plan, which states that the A/G designation is <br /> generally applied to areas outside of areas planned for urban development.The A/G designation <br /> also permits uses that support agriculture, such as the proposed agricultural processing <br /> facility. Land Use Goal 7.2 requires that new agricultural support development be compatible <br /> with surrounding agricultural operations. The proposed site is adjacent to an existing <br /> agricultural processing facility and is located outside of areas planned for urban development. <br /> Additionally, the underlying project will meet all General Plan infrastructure requirements for <br /> the A/G General Plan designation, which permits a well for water, a septic system for <br /> wastewater, and on-site drainage for stormwater. If the General Plan Map Amendment is <br /> approved, it will result in consistency between the General Plan designation and the zoning <br /> designation because the AG-40 (General Agriculture, 40-acre minimum) implements the A/G <br /> (General Agriculture). AG-40 is not an implementing zone for the current I/T General Plan <br /> designation. <br /> 3. The proposed amendment retains the internal consistency of the General Plan and is consistent with <br /> other adopted plans, unless a concurrent amendment to those plans is also proposed and will result in <br /> consistency. <br /> This finding can be made because the proposed General Plan Map Amendment to change the <br /> General Plan designation from I/T (Truck Terminal) to A/G is consistent with the General Plan <br /> policies for the A/G General Plan designation and Goal 7.2, as noted above. The proposed <br /> General Plan Map Amendment is consistent with the locational criteria for the A/G (General <br /> Agriculture) General Plan designation because the parcel is located outside the path of urban <br /> development and the proposed underlying use is a support service for agricultural uses. <br /> Besides the General Plan, there are no other applicable plans in the area. <br /> 4. The proposed amendment has been reviewed in compliance with the requirements of the California <br /> Environmental Quality Act. <br /> This finding can be made because an Initial Study prepared for the project found that no <br /> significant impacts are anticipated as a result of the proposed General Plan Map Amendment <br /> or the underlying project for an agricultural processing facility with the incorporation of <br /> mitigation measures listed in the Mitigation Monitoring and Reporting Program and the <br /> proposed Conditions of Approval. Environmental analysis included review of air quality, traffic, <br /> noise, hazardous materials, and land use, as noted below. <br /> Regarding air quality, an Air Impact Assessment (AIA) performed for the site resulted in <br /> mitigation measures related to project emissions, which have been incorporated into the <br /> underlying project's proposed Conditions of Approval. With the inclusion of these mitigation <br /> measures, project impacts to air quality are anticipated to be less than significant. <br /> In regards to traffic, it was determined that the proposed agricultural processing facility would <br /> not to result in an excess of Vehicle Miles Travelled based on the Technical Advisory on <br /> Evaluating Transportation Impacts in CEQA published by the Office of Planning and Research <br /> in December 2018,which categorizes this as a small project.The underlying project will include <br /> Planning Commission Staff Report, PA-2200090, PA-2100295 (GP, SA) 3 <br /> Findings for General Plan Map Amendment and Findings for Administrative Use Permit <br />
