I contacted Alex Steele at <br />209-337-8902. Per Alex, approximately 10 gallons of mineral oil was released and <br />impacted asphalt only. A clean-up crew is on their way for clean-up and should be <br />done with clean-up at approximately 11am. <br />I attempted to contact the Manteca Unified School Districts Coordinator of <br />Emergency Preparedness and Safety, Dennis Foster, at 209-825-0884 but the <br />number was disconnected. I called and left a message for the Manteca Unified <br />School District at 209-858-0729 to notify them of the spill. I received a call back <br />from Victoria Brunn (Chief Business & Information Officer) of Manteca Unified <br />School District who confirmed receipt of our notification. <br />I arrived on site and met with Pablo Garnillo (Electric District Supervisor) of PG&E. <br />Per Pablo, a vehicle hit a transformer pole, knocked it down, and caused the <br />mineral oil to release onto the road/asphalt. No waterways or soil was impacted. <br />Pablo stated that the transformer contains non-PCB mineral oil. A sample of the <br />transformer oil was taken and will be tested for PCB. I observed an area on the <br />road (near the transformer) that had absorbent sand applied. Per Pablo, this area <br />was where the transformer fell and released the oil. I also observed staining along <br />the gutter spanning approximately 150 feet. Per Pablo, PSC has been contracted <br />for clean-up and would arrive in 30 minutes. When PSC arrived, I spoke to <br />foreman Ramon Pulido who stated that the clean-up would take approximately 2 <br />hours. I returned to the site location once clean-up was completed. Per Ramon, <br />Simple Clean oil eater and Dawn was applied to the impacted areas and then <br />pressure washed. Per Ramon, approximately 136 pounds of absorbent sand and <br />50 gallons of rinseate was generated. The absorbent sand and rinseate will be <br />taken to the Manteca PG&E service station located at 10901 E. Hwy 120 for later <br />disposal. Clean-up is complete. <br />I generated an inspection report and emailed it to R2SV@pge.com. <br />07/07/2022 Completed prop 65. Completed the emergency response record and site map. VANG-LEE <br />Completed photo log. <br />10/05/2022 Emailed r2sv@pge.com requesting for PCB results. VANG-LEE <br />10/07/2022 I received the PCB results from Alex Steel via email on 10/6/2022. The results VANG-LEE <br />were non-detect for PCBs. Generated the complaint investigation summary <br />(5105) and daily time and activity summary (LOG2).
