SAN JOAQUIN <br />; —COUNTY— <br />Greatness grows here <br />Environmental Health Department <br />Time In: <br />Time Out: <br /> <br />COMPLAINT INSPECTION REPORT <br />Name of Facility: CITY ROAD Date: 07/06/2022 <br />Address: 978 E ALAMEDA ST, MANTECA <br />Owner/Operator: CITY OF MANTECA Telephone: (209) 456-8000 <br />Program Element: 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: C00055028 <br />Responsible Party Contact: ALEX STEELE <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />10 gallons of mineral oil was released from a transformer and impacted asphalt <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />I arrived on site and met with Pablo Garnillo (Electric District Supervisor) of PG&E. Per Pablo, a vehicle hit a transformer <br />pole, knocked it down, and caused the mineral oil to release onto the road/asphalt. No waterways or soil was impacted. <br />Pablo stated that the transformer contains non-PCB mineral oil. Pablo took a sample of the transformer oil to be tested for <br />PCB. I observed an area on the road (near the transformer) that had absorbent sand applied. Per Pablo, this area was where <br />the transformer fell and released the oil. I also observed staining along the gutter spanning approximately 150 feet. Per <br />Pablo, PSC has been contracted for clean-up and would arrive in 30 minutes. When PSC arrived, I spoke to foreman Ramon <br />Pulido who stated that the clean-up would take approximately 2 hours. I returned to the site location once clean-up was <br />completed. Per Ramon, Simple Clean oil eater and Dawn was applied to the impacted areas and then pressure washed. Per <br />Ramon, approximately 136 pounds of absorbent sand and 50 gallons of rinseate was generated. The absorbent sand and <br />rinseate will be taken to the Manteca PG&E service station located at 10901 E. Hwy 120 for later disposal. Clean-up is <br />complete. Provide hazardous waste determinations and waste/hazardous waste disposal records for impacted material to the <br />EHD. <br />Please be advised that the disposal of any waste [HSC 54111 or disposal of any hazardous waste, or the causing thereof, is <br />prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC <br />25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting <br />procedure [HSC 25160 (b)(3)]. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
