SAN JOAQUIN
; —COUNTY—
Greatness grows here
Environmental Health Department
Time In:
Time Out:

COMPLAINT INSPECTION REPORT
Name of Facility: CITY ROAD Date: 07/06/2022
Address: 978 E ALAMEDA ST, MANTECA
Owner/Operator: CITY OF MANTECA Telephone: (209) 456-8000
Program Element: 2546 - RELEASE/SPILL RESPONSE (EXCLUDING JOINT TEAM) Complaint #: C00055028
Responsible Party Contact: ALEX STEELE
DESCRIPTION OF COMPLAINT ALLEGATIONS
The San Joaquin County Environmental Health Department received the following complaint:
10 gallons of mineral oil was released from a transformer and impacted asphalt
OVERALL INSPECTION NOTES AND COMMENTS
NOTES
I arrived on site and met with Pablo Garnillo (Electric District Supervisor) of PG&E. Per Pablo, a vehicle hit a transformer
pole, knocked it down, and caused the mineral oil to release onto the road/asphalt. No waterways or soil was impacted.
Pablo stated that the transformer contains non-PCB mineral oil. Pablo took a sample of the transformer oil to be tested for
PCB. I observed an area on the road (near the transformer) that had absorbent sand applied. Per Pablo, this area was where
the transformer fell and released the oil. I also observed staining along the gutter spanning approximately 150 feet. Per
Pablo, PSC has been contracted for clean-up and would arrive in 30 minutes. When PSC arrived, I spoke to foreman Ramon
Pulido who stated that the clean-up would take approximately 2 hours. I returned to the site location once clean-up was
completed. Per Ramon, Simple Clean oil eater and Dawn was applied to the impacted areas and then pressure washed. Per
Ramon, approximately 136 pounds of absorbent sand and 50 gallons of rinseate was generated. The absorbent sand and
rinseate will be taken to the Manteca PG&E service station located at 10901 E. Hwy 120 for later disposal. Clean-up is
complete. Provide hazardous waste determinations and waste/hazardous waste disposal records for impacted material to the
EHD.
Please be advised that the disposal of any waste [HSC 54111 or disposal of any hazardous waste, or the causing thereof, is
prohibited when the disposal is at a facility that is not permitted or authorized for hazardous waste disposal. [HSC
25189.5(a).]. Please be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting
procedure [HSC 25160 (b)(3)].
The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and
Safety Code. If a reinspection is required, fees will be assessed at the current hourly rate.
Received by: Name and Title: Emailed to Alex Steele, Environmenta
EH Specialist: VICKY VANG-LEE Phone: (209) 616-3028
C00055028 SC544 07/06/2022
EHD 25-01 Rev. 01/07/2021 Page 1 of 1 Complaint Inspection Report
1868 E.
