This work is scheduled for July 20. Bins of soil and vegetation located adjacent to the ditch (McDougal Canal) are scheduled to be removed this week. Additional soil sampling in the ditch per the approved sampling plan is scheduled to begin July 26. Inspections of businesses along Anderson St. by City staff have been completed and we are waiting on a few submittals of hauling records and waste manifests. There was no discovery of any firm evidence of a responsible party from these inspections. When complete, all inspection records will be scanned and distributed for your review. The cleaning results have been accepted by the San Joaquin Co. Environmental Health Dept. Photos of the pump station wet well after cleaning are attached. All waste from this cleaning is being temporarily stored in frac tanks located at the City's wastewater treatment facility at 2500 Navy Dr. This waste is pending hazardous waste profiling and other testing as required. The discharge ditch, which is part of the City's stormwater conveyance system, has been partially remediated and is awaiting completion and acceptance of a sampling plan to determine the additional remediation required. Waste solids from the ditch area are currently being stored in soil bins adjacent to the ditch. This waste is pending hazardous waste profiling before being transported for disposal. The City is continuing to investigate the possible source of this illicit discharge. There are 15 parcels containing approximately 20 businesses located in the upstream watershed area near Anderson St. west of the stormwater pump station which are potential contributors. See attached maps. Several of these businesses have already been inspected by City staff. No evidence of either illicit discharges or illegal connections has been determined at this time.
