SAGOAQUIN <br />COUNTY— <br />Environmental Health Department <br />Grectness ()rob.. <br />WASTE DISCHARGE/SPILL RESPONSE <br />NOTICE TO ABATE <br />Responsible Party: CITY OF STOCKTON <br />RP Mailing Address: 2500 NAVY DRIVE <br />STOCKTON, CA 95206- <br />Spill Location: 725 W ANDERSON ST, STOCKTON <br />Date: Jun 21, 2022 <br />Record ID#: COPFPNNPH <br />Program Element: 2546 <br />Release/Spill Response (excluding Joint Team), <br />NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br />CONTAMINATED SOIL IS BEING DUG UP AND IS POTENTIALLY IMPACTING DRAINS OR WATERWAYS. <br />OBSERVATIONS: <br /> <br />Per Richard Stiffler, City of Stockton, an unknown source contaminated the storm drain conveyance system which consisted <br />of storm drains to the East and West of the site and the drainage ditch at 725 W Anderson St, Stockton CA. Observed <br />heavily oily stained soil in the ditch and petroleum liquid in the storm drains. A heavy diesel smell was emanating from the <br />storm drain and the drainage ditch. <br />Per Richard Stuffier, the conveyance system leads to Mormon Slough. An investigation was conducted and there was no <br />evidence of contamination at Mormon Slough. <br />The City of Stockton hired Ponder Environmental Services to conduct clean up. Ponder Environmental is cleaning the <br />impacted storm drains and excavating the contaminated drainage ditch. Per Ponder Environmental, approximately 13 <br />20-yard roll off bins of contaminated soil and 2.5 40-yard roll off bins of vegetation had been generated from excavation of <br />the ditch. No roll off bins have been hauled off for disposal. Per Ponder Environmental, 60,000 gallons of contaminated <br />liquid have been generated from storm drain cleanup and are being stored at 2500 Navy Drive, Stockton CA. Waste <br />generated is being profiled for proper disposal. <br />Immediately conduct cleanup of impacted storm drains and contaminated soil. Provide results of cause to the EHD. <br />Provide disposal records and analytical results for all wastes generated. <br />VIOLATIONS: <br /> <br />Discharge of any waste, including sewage <br />(CA Health and Safety Code 5411) <br />Discharge of waste or sewage to water or within 150 ft. of waterway <br />(SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br />Improper disposal of a hazardous waste <br />(CA Health and Safety Code 25189.5) <br />Permitting or Maintaining a Nuisance <br />(SJC Ordinance Code Section 8-5100) <br />Other Violation <br />ORRECTIVE ACTIONS / ORDER: <br /> <br />Investigate and abate contamination under the oversite of the appropriate lead agency. <br />Immediately <br />EHD 25-01 Rev. 9/16/2020 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br />Page 1 of 2 <br />1868 E.
