Phone: (209) 937-8740
richard.stifflerstocktonca.qov
From: Young, Holly@Waterboards <Holly.Young@Waterboards.ca.gov>
Sent: Wednesday, August 31, 2022 2:44 PM
To: Richard Stiffler <Richard.Stiffler@stocktonca.gov>
Cc: Murphy, John@Waterboards <John.Murphy@Waterboards.ca.gov>
Subject: City of Stockton Anderson Street and 1-5 Spill Next Steps
CAUTION: This email originated from outside the City of Stockton. Do not click any links or open attachments if this is unsolicited
email.
Hi Richard,
I spoke with Ryan Rodriguez at CA Fish & Wildlife, and he mentioned you had expressed some uncertainty to him
regarding what the next steps should be for the spill at the Anderson Street and 1-5 drainage channel. I wanted to reach
out to provide guidance as far as the Regional Water Board's expectations.
Since we now have soil sample data from the length of the drainage channel, as well as waste characterization samples
from removed soil and liquids, the next step is to establish the appropriate screening levels for the site. The results of
the samples collected from the channel should be compared to the screening level to determine if additional
rennediation is needed. If any of the detected compound concentrations in the soil samples exceed the screening level,
then additional rennediation will likely be needed. We suggest that the San Francisco Bay Region Terrestrial Habitat
Levels for Minimally Vegetated Areas be used for the soil screening level. Vince Blackwood from Apex reached out to
me last week asking for guidance, and I suggested a report be prepared with the analytical results and the results
compared to appropriate screening levels in that report. From there, a determination can be made if the channel
requires additional remediation. If you or Vince are unfamiliar with the San Francisco Bay Region Environmental
Screening Levels we can provide you a copy of them.
I hope this helps provide some direction, and if you have any questions or would like any clarifications, feel free to reach
out via email or give me a call.
Best,
Holly Young
Engineering Geologist
Site Cleanup Program, Federal Cleanup Unit
Central Valley Water Board
11020 Sun Center Drive, Suite 200
Rancho Cordova, CA 95670
Tel: 916-464-4669
Email: holly.young@waterboards.ca.gov
2
