The cleaning
results have been accepted by the San Joaquin Co. Environmental Health
Dept. Photos of the pump station wet well after cleaning are attached. All
waste from this cleaning is being temporarily stored in frac tanks located
at the City's wastewater treatment facility at 2500 Navy Dr. This waste is
pending hazardous waste profiling and other testing as required. The
discharge ditch, which is part of the City's stormwater conveyance system,
has been partially remediated and is awaiting completion and acceptance
of a sampling plan to determine the additional remediation required.
Waste solids from the ditch area are currently being stored in soil bins
adjacent to the ditch. This waste is pending hazardous waste profiling
before being transported for disposal.
The City is continuing to investigate the possible source of this illicit
discharge. There are 15 parcels containing approximately 20 businesses
located in the upstream watershed area near Anderson St. west of the
stormwater pump station which are potential contributors. See attached
maps. Several of these businesses have already been inspected by City
staff. No evidence of either illicit discharges or illegal connections has
been determined at this time. The City is developing a schedule to perform
more thorough inspections of all 20 businesses. Each business will be
closely inspected to determine any suspicious activities. This will include
inspections of all onsite stormwater conveyance systems including catch
basins, maintenance holes, storm lines, etc. Also, the City will look at all
potential areas of illegal connections including floor drains inside buildings,
sand/oil separators, wash racks, waste storage areas, etc. Records of
waste hauling will also be examined. These inspections are expected to
be completed prior to July 15. At this time, the City is televising the
stormwater line along Anderson St. to determine any signs of illicit
discharges or illegal connections. The CCTV work is expected to be
completed this week. If any evidence or indication of any illicit discharges
or illegal connections are located during this investigation, a follow-up
email will be sent to notify all agencies involved.
Richard Stiffler
Technical Services Supervisor — Environmental Control
City of Stockton — Department of Municipal Utilities
2500 Navy Drive
Stockton, CA 95206
Phone: (209) 937-8740
richard.stiffier@stocktonca.gov
6
