Hazelton Avenue <br />Stockton, California 95205 <br />T 209 468-3420 <br />F 209 468-0333 <br />www.sjgov.org/ehd <br />June 22, 2022 <br />RYAN WEBSTER <br />PO BOX 642 <br />CLEMENTS CA 95227 <br />Location: 23778 N Mackville Rd, Clements CA 95227 Complaint #: C00054645 <br />The San Joaquin County Environmental Health Department (EHD) has received a complaint alleging the following <br />violation(s) at the above noted property. <br />NATURE OF COMPLAINT: Dumping waste water from septic tank into the river. <br />Please be advised that the CA Health & Safety Code, Section 5411 prohibits the discharge of sewage in any <br />manner which will result in contamination, pollution, or a nuissance. If the above complaint allegation is valid, <br />please take the following corrective actions. <br />CORRECTIVE ACTION: Immediately, cease sewage discharge. <br />Please contact the staff person indicated below to inform them of the status of the complaint allegations (valid or <br />not valid) and any corrective actions taken, or to be taken, if applicable. <br />Please be advised that failure to correct liquid waste violations may result in further enforcement action by the <br />EHD. All enforcement action costs are recovered as specified below. <br />AUTHORITY: California Health and Safety Code, Section 5411: No person shall discharge sewage or other waste, or effluent of treated <br />sewage or other waste, in any manner which will result in contamination, pollution or a nuisance. <br />RECOVERY OF ENFORCEMENT COSTS: Pursuant to San Joaquin County Ordinance Code Section 8-5400(a), "The County shall be <br />reimbursed for all time, services and materials needed to abate a violation of this division." The current approved EHD hourly rate used <br />to compute the cost of time spent to investigate, document and abate a violation is $152.00 per hour. <br />PERMITS: It shall be unlawful for any person to construct, add to, modify, or alter any vaulted privy, septic tank, wastewater disposal <br />system, other pipe or conduit, or other means for the disposal, treatment, or discharge of wastewater without first securing a Sanitation <br />Permit from the Director of Environmental Health.
