S0 JOA U 1 Environmental Health Department <br /> U ; I y I AMENDED <br /> 12/14/2022 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Community Fuels Terminal 910 Gilmore Ave, Stockton December 14, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Patrick Samson stated that 20 gallons of biodiesel spilled during a piping/valve repair, north of the <br /> storage tanks,three weeks ago. The biodiesel spilled into secondary containment. Water and biodiesel was <br /> observed today in the secondary containment. <br /> Patrick stated that liquid in the secondary containment is pumped into waste water tank T-116. Any biodiesel in the <br /> waste water tank will float to the top, is skimmed off and placed back in biodiesel manufacturing process. <br /> The biodiesel Safety Data Sheet(1-25-18)provided indicates that the Lethal Concentration 50% (LC50)for aquatic <br /> toxicity is 2.8-4.6 ug/L. The Title 22 California Code of Regulations section 66261.24(a)(6)acute aquatic toxicity <br /> limit is 500 mg/L. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean up the remaining biodiesel in the secondary containment. Manage the <br /> waste according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and <br /> supporting documentation to the San Joaquin County Environmental Health Department describing the storage and <br /> final disposition of the cleaned up waste. <br /> This is a Class II violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: Eyewash station north of the loading rack is not currently plumbed to work correctly. Water valve <br /> is also closed. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to <br /> assure its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the eyewash station into proper working order by repair, replacement or testing. <br /> Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator at the end of the inspection.
