Problem: Briefly summarize the problem or the TA needs. <br /> This project addresses high-priority public health and water quality issues(see Study Area map).Wastewater discharge from this facility has been permitted under the San <br /> Joaquin County Health Department for many years.The wastewater system for this facility(digestors and aerators)is not working properly because it has reached the end <br /> of its design life and needs to be replaced.In 2021 the County conducted continuous site inspections for odor complaints and raw sewage releases straight to an on-site <br /> pond.In addition,effluent discharge is greater than 10,000 gpd,which requires Islander MHP to be permitted by the Central Valley Regional Water Board.However, <br /> facility WWTP improvements/upgrades will need to be done immediately to comply with recent Nitrate Control and CV Salts programs'requirements.Given the DAC status <br /> of the community(see 2022 Income Survey report),the facility owner is financially unable to perform any of the necessary upgrades and is seeking to consolidate with the <br /> nearby Oakwood Lake Water District(OLWD,sewer)and the City of Manteca(sewer and water).OLWD's effluent is sent to the City for treatment. <br /> The community is also seeking Drinking Water Consolidation with OLWD or the City or both. The water pump and the respective hydraulic system are constantly failing <br /> and shutting off the water to its residents on a weekly basis during the summer months.Therefore,having safe and reliable drinking water concurrently with sewer services <br /> is very much in the community's best interest. <br /> Drinking and Wastewater Consolidation for the Islander MHP should be considered a high-priority project,based on:1)the extensive compliance and water quality issues <br /> described above;2)the recently completed Income Survey,confirming DAC status;3)the proximity of OLWD sewer and water connection to Islander MHP(<0.2 miles); <br /> and 4)the willingness and support from OLWD and the City of Manteca regarding the provision of sewer services and safe drinking water(see OLWD support's letter and <br /> City's Letter of Intent for WWC&DWC). <br /> D.
