Median Household Income and Response Rate An income survey was conducted within the Islander Mobile Home Park service boundaries (see Exhibit A, pages 6-9). A summary of the results is listed below with more detailed information in the exhibits. The MHI for this survey counted primary and secondary residences. There are a total of 85 parcels within the Islander MHP wastewater service area boundary; one is commercial, 12 are vacant lots, and one is a resident reported vacant home with an active connection leaving 71 residential parcels (households) to survey. The 45 responses account for a 63.38 percent response rate. A survey universe with 71 residential households requires a sample size of 60 responses, or 84.5 percent response rate to meet State and Federal guidelines. Normally, 60 responses (84.5 percent response rate), is required for a survey universe of this size. Based on the 12.7 percent refusal rate, RCAC contacted the State Water Resources Control Board — Division of Financial Assistance and together they determined that even if the 15 remaining households (needed to obtain the required 60 responses) responded with an income of$160,000 (the highest income reported) the system would still have an MHI of$48,913. The MHI of$48,913 is based on 60 responses with an 84.5 percent response rate (see Exhibit D, pages 25-30).
